Tournament rules

Modify the Tournament struct/table to store the following information:

• All of the regular debate configuration (see debate-tools),
• Debate time slot – how long is the debate expected to last? A debate scheduled at a particular room will block the room for this time (120 minutes),
• Preparation time – how much time should the teams have to prepare, once the sides are drawn (15 minutes).
