The connector to be reliable during scale up/down of Oracle resources (ECPUs, etc.)

What behavior do you see?

When Exascale scales up or down specific nodes, processes that ARC will become blocked because, during a scale-down, there may be a short period when more processes need resources than resources are available. This can lead to an unfortunate stream of redo thread is inconsistent messages:
