Create arm64 images for platform-conductor and platform-stage releases

Currently there are nightly arm64 images created for [platform-conductor](https://quay.io/repository/debezium/platform-conductor?tab=tags) and [platform-stage](https://quay.io/repository/debezium/platform-stage?tab=tags).  
Please enable arm64 builds for releases as well.
