[Communities Streaming] Add the 'Live Streaming' badge in the side bar and menu nav bar

The discoverability of streaming communities is not evident at the moment.
To improve visibility, add a “Live Streaming” badge on top of the Communities icon in both:

• The side navigation bar
• The main menu navigation bar

This will make active streaming communities more noticeable and improve overall discoverability.
