politeiad: Add plugin testing framework.

There is currently not a testing framework in place that allows plugins to test code paths that call external plugin commands. Example: the pi plugin hooks for new comments rely on the vote summary command from the ticketvote plugin.

A testing framework needs to be thought through and added for this.
