[cms] Add grandfathered DCCs #1695
Description
It is impossible to look up if some contractors have DCCs or not because the DCCs page is not showing "grandfathered" DCC owners.
DCC is hard to earn. DCC ownership is a mark of trust/credibility and affects invoice visibility, so I think it is important to see a full list of people who have it. Among other use cases, it helps to decide whether to recruit someone into a project.
