Allow forced hardcoded webservice URLs

Chapter "5.7.1. Reported URLs" states:
"The URLs changed by this configuration option are overwritten by the URL specified by the X-Forwarded-Host, X-Forwarded-Port and X-Forwarded-Proto header values."
Unfortunately can cause a lot of trouble in conatinerized runtimes where one has somtimes no influence on those header and where they often come multivalued (deegree always selects the first value).

Request: Please give uns an option to allow us to keep custom hardcoded urls as they are. It is often much easier to overwrite main.xml than to deal with those headers in k8s.

@jruhe-adesso Can you explain a little bit more why the current configuration options are not meeting your requirements? What needs to be added to either the deegree configuration or the software to solve the problem, such as a configuration option to ignore the HTTP headers? Would it be an option to remove the HTTP headers by an other component such as a NGINX proxy?

This may be a good extension point.
