how to install requirements for windows 10?

When run pip install -r the requirements.txt file in book's source code, will report "no matching No matching distribution found for scikit-build-core>=0.10 and for torch==1.4". Is someone has a success installed requirements.txt file for Windows 10 system? Thanks!
