The jobs keep queuing indefinitely when running dpgen on PBS job system.

When running dpgen on the PBS job system of my server, the submitted jobs are consistently queuing without executing. Please refer to Figure 1 for the queued status, and Figure 2 for the automatically generated submission script by dpgen in the remote directory. Additionally, VASP tasks submitted separately are given higher priority and executed first, as shown in Figure 3 for the submission script. I would like to know how to resolve this issue. Are there any priority settings parameters for job execution in PBS job system?
