AWS: cloudformation.json gets overwritten before provisioning

Currently cloudformation.json gets overwritten before provisioning a Deis Cluster on AWS (if one were to use Rigger).

This removes the ability to configure:

• KeyPair
• Instance Type
• AssociatePublicIP

and other things, which can be important (all of the above are important for me) for ops.
