CLI tool for InstanceManager

we need some CLI tool for Instance Manager

i think python-fire base CLI is just fit for ours

- init data, instance folder path
- show current managing instance
- show all instance state
- set folder setting
- view Instance Visualizer
- maybe use some DB for Instance
