Controls and form components should be disabled while Apollo operations are loading

To avoid users triggering changes while there are pending changes, all means of interaction should be disabled while any Apollo operation is in the loading state.

On reflection, I have decided not to fix this, as all screens which involve server interactions (via GraphQL or REST) already display a spinner, which I'm pretty sure has the effect of preventing user interactions.
