Access Dendron CLI, windows environment

I'm looking to publish and host on a local network for internal access.

The website advises uses the command line for publishing: dendron publish dev

• How can I access dendron from a CLI ? The terminal in vsCode and DOS are not finding dendron. I suspect the answer is obvious...but would be nice to include this in the documentation for idiots like me.
• Are there any installation prerequisites?

have found this, which suggests I needs node.js, which comes with npm

not sure if this is current information. Unable to test due to corporate IT restrictions when installing node.js
