Post deployment PHP Composer package not updated to latest master branch version

Seems post deployment to staging LE SSL composer package has not been updated on staging.

I thought deployer did this on task deploy:vendors

But I still see old block for PHP location

        fastcgi_pass unix:/var/run/php/php8.1-fpm.sock;
        fastcgi_index index.php;
        include fastcgi_params;
    }

in the blade view and not the new code as in latest master branch.

with composer update things do get updated. Thought composer install did locally.. and thought deploy:vendors did too.
