magento recipe error only in full run recipe

running latest deployer, new install of latest magento 2

When i run "dep deploy staging -vvv" it crashes during the task magento:upgrade:db, with the error:

[staging] There is an error in /var/www/test/releases/51/vendor/magento/framework/ObjectManager/Factory/Dynamic/Developer.php at line: 50
[staging] Cannot instantiate interface Magento\Framework\Indexer\ConfigInterface
[staging] #0 /var/www/test/releases/51/vendor/magento/framework/ObjectManager/ObjectManager.php(70): Magento\Framework\ObjectManager\Factory\Dynamic\Developer->create()

but when i run the same command ( "dep magento:upgrade:db staging -vvv") right after failing, it works fine?!?!
how can this happen? is there a caching level i am not aware of?
