Add support for intl

It's not going to be an easy thing to do, as ICU is a beast.

I am also afraid that this is going to increase the size of the WASM binary by so much that we don't really want to deploy it to php.net :-/

Oh, I didn't know this repo was also for php.net. So I think we can close this issue.

But if you want to provide an optional support, I own you a good craft beer :)

I gave this a go yesterday, and it did not go well. It's going to take some significant time to make this work.
