Add qrisp to the Development tools #100

Greetings there,
Hope you are well. I came across your corner of GitHub, and noticed qrisp is missing from this list. So, qrisp is the first ever sdk to provide an abstraction of quantum circuits to GPL UI, and it's something almost everyone in the field would benefit from, especially those who don't specialize in quantum computing but want to check it out from a perspective they are familiar with, i.e., programming languages.
