[Feature]: Alternatives for Actions Artifacts to store the reports permanently

We can use any cloud storage service or something similar to store the reports generated to create an archive for all the tests that have been run till date. Would be better if we discuss it before proceeding with the patch.

Would be great if we can use any solution based on PostgreSQL.
Supabase does seem like a good option imo.
