Option to set bitrate or quality

Option on the desktop client to set the bitrate or compression ratio (paid version)

[Reason] 
I am using the linux-cli client, and even though quality is set to highest on the phone app, the actual video quality is abysmal and full of compression artifacts even at 1080p resolution.
