Counters can be reset

As a System Administrator
I need the ability to reset the counter 
So that I can redo counting from the start.

 * Need a way to reset the counter
 * Counter will be back to 1 at reset
   
 ### Acceptance Criteria

 Given I set the counter value to 3
 When I reset the counter
 Then is should return 1 as the counter value
