Changing any property in .css file of style

Hi all,

I am very new to this type of programming, so question might be 'stupid'. However, if so, the answer will probably be easy!
I am trying to adjust the template. I've noticed that the layouts (.html) files refer to classes specified in the .css files under static/css. However, if I try to adjust a style under a class (say .testimonials .item .testimonial .name-picture p --> font-size) the resulting webpage (i.e. hugo server) does not change. Any idea why?
