Possibly try to match CUDA (currently 12.1) with ONNX (1.9) download new cudnn as well (https://developer.nvidia.com/rdp/cudnn-download and installer itself https://developer.nvidia.com/downloads/compute/cudnn/secure/8.9.2/local_installers/11.x/cudnn-windows-x86_64-8.9.2.26_cuda11-archive.zip/)
Alternatively put CUDA and cuDNN .dlls to the build folder.
