Support for Python 3.10

In v7 you removed support for Python 3.8, 3.9 and 3.10. But 3.10 isn't EOL for another 9 months.

I'd like to use morecantile in async-geotiff which I'd like to use in Lonboard. I've had a general opinion that in Lonboard I only remove support for Python versions once they're EOL (unless I have a strong reason from a dependency; I know some scientific dependencies deprecate Python versions faster).

But in this case, judging by the pyproject.toml of:

• pyproj >= 3.1
• pydantic >= 2
• click
• rasterio >= 1.2

It doesn't seem that there's any blocker to still supporting 3.10? In that case, it might be nice to support 3.10 up until EOL or until there's a point where it's truly annoying to support 3.10

If I remember correctly there are some type annotations that where only available from >=3.11 so it made my life easier.

True; I just use conditional imports: https://github.com/developmentseed/obspec/blob/6c74dc0e10bff82c08c530af37dca96cf25c39fe/src/obspec/_list.py#L9-L12
