STAC API catalog -> TiTiler -> WMTS ?

Hi! Would it be possible to build a Plugin for a program locally as described below?(or using a TiTiler online server? What is the Requirements with compute, storage and Memory?, could I run this locally?)

So for my predicament, I have a STAC API catalog which have COG's in a catalog. The program I want to use this datasource does not support STAC or COG's. (JOSM for the curious, an desktop editor of OpenStreetMap)

Would it be possible to first implement a STAC browser as a plugin for JOSM to select the item I am interested in and also fill out STAC api Authentication credentials in this plugin.

I will then send this through the VMTS endpoint which TiTiler provides, TiTiler will extract the information: bounding box, Auth cred. for the STAC api and then contact the STAC API. Convert the COGS to VMTS tiles and then serve them to JOSM in my case?
