Description
We'll need to make a 'training manual', which can be a documentation website. Optionally, there should be a way to generate a PDF or something that can be used to easily produce a report.
Auto-generated API docs are at https://vbos-backend.ds.io/api/v1/docs/, and there's also some template code in https://github.com/developmentseed/vbos-backend/tree/main/docs. We could use Sphinx for documentation since that has a PDF export option, but open to other documentation engines too.
