Implement tests designed to stress the webhook deployment

Description

DWO has two deployments, the controller deployment and the webhook deployment.

While the tests created for #1353, also would indirectly stress the webhook deployment, we have tests that are specifically designed push the webhook deployment (with default resource limits) to it's limit.

This issue tracks the task of implementing tests similar to https://github.com/rohankanojia-testing/dwo-load-testing-using-k6-poc/tree/main that specifically tries to push the webhook deployment to its limits.
