Can we make a package installer for the vexiro to gain root access throught it and shizuku without magisk, because i don't have a rooted device, i only can root through shizuku and veviro

No. Shizuku is not root, it only allows apps to use android system-level APIs. You need real root privileges, specifically Linux root to do packet manipulation on ethernet interface. With only android you can't even see the eth0 interface.
