Windows build instructions are too terse #360

Hello!

I realize that you provide up-to-date binaries, but I would really like to compile the code myself on Windows. I'm a bit new to compiling, so this is at once a bit of a study and practice. However, I don't really understand the terse instructions. How does one:

  • Initialize a submodule in git?

There is no Makefile in the root of the directory, but there is one in the /bsnes/ subfolder. However, when I run the command on that one, I get the following error:

make: pkg-config: No such file or directory
rcc ui-qt/resource/resource.qrc -o obj/resource.rcc
make: rcc: No such file or directory
make: *** [ui-qt/Makefile:90: obj/resource.rcc] Error 127
