Add Rate-limiting to serve API

Users could abuse by spamming requests for all sorts of reasons.

Something like Flask-Limiter but for aiohttp.

Just use a reverse-proxy , to front the internet.. and you are facing the NGINX. and use NGINX settings...
also an option is to also use load balancing with NGINX.... like have many CDM dockers too
