HBL does not explicitly use AC to connect to WiFi #100

Description

When using the 3dslink menu to send over 3DSX files, HBL does not explicitly use AC to connect to the user's default WiFi access point, even though the 3DS's local IP address is shown. This occasionally (very frequently, if not all the time, in my experience) results in the inability to send over 3DSX files.

The AC service does not consider a process to have connected to the internet (or "need" network access) unless it specifically asks it to do so. Connecting with AC causes the ID of the process to be placed into a list of processes that have network priority.

For this reason, Luma3DS's "force WiFi connection" feature accessible in the Rosalina menu can be used as a workaround. HBL will receive 3DSX files via 3dslink every single time without any issues once this has been done.
