[NOWEB-ARM] - WhatsApp requests sent 3 times on versions >= 2025-09-05

Describe the bug

On NOWEB (arm) type, starting from version 2025-09-05 up to 2025-09-07, every WhatsApp request is being sent 3 times instead of once.
This caused duplicated (triplicated) messages being delivered to my users.

When I downgraded back to version 2025-09-03, the problem disappeared and messages were sent normally (only once).
