Improve README and instructions #4
Description
The README is currently only a stub, and I think it would be good to include:
- the purpose of the project
- an overview of it's components
- a quick introduction how it could be used
- some help about getting
libbitcoinconsensus(e.g. building Bitcoin Core, downloading the package somewhere, ...)
