Searchable and browseable IRC chat logs

1. A better UI needs to be created for https://dgplug.org/irclogs/ and HTMLize them for readability.
2. A backend search engine should be made available for the chat logs (Apache Lucene, for example).
3. Automated way to feed new IRC chat logs to this system, so it is picked up by the UI and the backend search engine.
