How about use database to storage watch rules instead of disk?

First, use database can make backup easy, just backup the database.
Second, if we use database to store, we can easy import and change watch rules.
Third, database is more easy to query than disk.

This is a very obvious request, and ofcourse it was considered from the very start.

The idea behind the project many years ago was "how to make the simplest web page change detector", so i wanted to find a way todo it without a complex stack

ofcourse, if you look at the PR queue you can find many related PRs trying to move in this direction
