Global notification settings

Hi,

I'm clearly being a bit dumb - if I browse to Settings, Notifications and setup some config, I was expecting that to act as the default notificiation config for monitored sites, unless I override it for that specific watch. However if I setup a new monitor and browse to its config, I'm seeing different notification details.

Will those global settings apply to a newly setup site?

Would also love to see this working like this. Not sure why the notification settings are not used as a template when creating new ones

@Nuuki9 @haudankaivajasi there's already an issue open about this, and I'm open to PR if you want to provide a fix #809
