Issue Description:

• Successfully deployed a 3-node validator chain with validator-1 as the bootnode.

• The chain created and validated nearly 5000 blocks within 2-3 hours.

• After this, validator-2 was banned, resulting in:

  • Stagnation of the finalization blocks.
  • Best blocks continued to be created without getting converted to finalised block.
  • The exsisting transaction was stuck in mem pool and was not getting flushed.

The node was banned because it was gossiping about the same block. Did we use that node to submit a large number of transactions?
