Migrate vision page to use layout

The vision page /vision.md is mostly markdown yet the content could simply be written in markdown and placed in a layout for pages (or even posts).

Ideal Outcome

The vision.md page uses a custom layout and front matter. The content of the page is written wholly in markdown with limited to no html tags.
