[Feature] Disable minutes or hours

It would be nice to have the possibility to disable the minutes or hours so that these selectors can be used.
For example for the hours only selection the minutes input would be disabled and the dial would not appear.

I'd also like to add that it would be nice to have seconds as well.
Milliseconds maybe? But that would probably be an overkill.

The timepicker follow the material specs. I guess it covers the most cases.
