Comments become unreadable with multiple resources & commits within a single PR

When doing a lot of commits within one PR, comments are being added which, with multiple resources changed, makes table and plan comments unreadable and hard to be found.

Every plan run should remove all comments first and filled with only the last run result (table + plans).
