Upload release metadata for CoMapeo website to point to latest available release #513

Details
Currently the links for the desktop app downloads on https://comapeo.app/download point directly to the GitHub release assets. In order for the site to always point to the latest release, we want to adopt a similar approach to mobile and use a proxy in order to dynamically point to the latest release.
We need to:
- Start uploading the release assets and some metadata file describing the latest release to R2
- Update the downloads worker to account for desktop
