Improve language switching with opened chat

Describe the Problem

The selected UI language directly influences the language which is used to generate answers. Currently, this is not really clear to users as the language button is hidden in the background.

Describe Your Preferred Solution

The button for switching the language should be clearly visible / usable, while the chat is opened. Some limitations on mobile devices due to screen space are probably acceptable.

Describe Possible Alternatives

Keep as is. Most users do use mobile devices and we cannot overload the chat UI with too many options.

@svenseeberg changing the language does mean starting a new chat though, right? So we probably have to notify the users of this limitation (at least as we don't have the possibility to switch to old chats, maybe that is also a feature we should consider. Especially since we also plan with #3161).
