This PR adds support for the soundboard to DNet.

TODO

  • new permissions
  • new CDN endpoints for fetching soundboard sounds
  • soundboard sound entities
  • soundboard related events
  • VOICE_CHANNEL_EFFECT_SEND event
  • GUILD_SOUNDBOARD_SOUND_X events
  • Retrieve sounds over WS
  • soundboard API methods
  • soundboard audit logs

A PR has been opened two weeks ago for documenting soundboard

Some things still seem to be broken (no GET rest methods, modifying sound resets values, etc). I shall hold on investing more time into this until those things are confirmed by discord staff (or fixed).

Are there any updates on this PR? Do we know when Discord.Net will get soundboard support?
