Request completion notification sent to all possible request approvers instead of owners

Although in both Access and Role Request workflows, Access prioritizes group owners, then App Owners, and have Access Owners as a fallback to notify approvers about the requests (example of approvers filter), in completion notification, all possible approvers get notified (function, example of usage) generating spams mainly to Access Owners in Slack.
