Set flags in create message endpoints

Hey there!

I would love to be able to use the SUPPRESS_EMBEDS flag when sending messages [with webhooks], however currently flags can only be set when editing a message with a bot.

As we can now specify whether we want any mentions in messages via the allowed_mentions object, I think it could make sense to also allow removing potential embedded content without manually scanning the content to suppress embeds via the <URL> syntax, as the flag system already exists.

Is this bitfield limited to any particular flags? For example in the docs for MESSAGE_EDIT it explicitly says that only SUPPRESS_EMBEDS can currently be set as a flag.

If there are restrictions, can they also be documented please?
