Allow Adding Buttons To Non-Bot(Other users) Messages

Hello 👋

Would you ever consider allowing the addition of buttons on another user's message in other words not the bot's message? If buttons are intended to replace reaction(buttons) they should be able to be added to another user's message.

Use cases:

• Reaction roles where the users want the message to be their own message not the bot's message. Webhooks may make it appear like the user's message but it doesn't let the users click on the profile to dm or view info about the user itself.
• A moderation bot that adds reactions(buttons) on messages it thinks are risky and users can press a button to ignore/delete/etc...
• Github docs bot, which monitored the messages and added a reaction(button) to view the details of the issue/pr with a simple press if the message contained something like #1234. This is doable because you can add a reaction to another user's message. In this case, buttons can't be added.

How would this work in terms of what users bots can add buttons onto, would bots just be allowed to add buttons on to any users message or would permission be given via an oauth scope.
