Buttons should be available to Timed out users

If I remember correctly, you used to could click buttons while timed out, but is no longer possible.

Possible use-cases:

• Display timeout reason if it was done with bot
• Give links to rules or info as buttons (like in screenshot)
• Display modal where they can write their timeout appeal

If bot doesn't want user to use a button, they can simply ifcheck member timeout status and reject the interaction. Or it also could be a permission per-button/component "bypass_timeout" which defaults to false.

Timeouts are good and strong, but without any way for user to interact with guild it forces us to keep using Muted roles.

This is intended. The data structure literally says "communication disabled until."
