allow developers to whitelist ip to use token

like we could whitelist a ip to use a token, and we can only send requests using that token in the whitelisted ips.

this is an actual example:
i whitelist ip 69.69.69.69
if i send a request to rest api/gateway connection/etc using the ip 69.69.69.69, it should operate normally.
if i send a request to rest api/gateway connection/etc using the ip 70.69.60.69, it should return unauthorized
