User Commands in Voice Chats

Since text channels have been added to voice channels having the ability to use user commands on voice channel members.
This would allow for faster actions on members who are in a voice channel with you.

The reply to the interaction would then be sent to the built in text channel in the voice chat (when using the command the UI would automatically open up the text channel)
(The commands wouldn't be accessible if the text channel is disabled, like regular channels where you can't sent messages in)

Why this is needed
For a "voice chat managing" bot (which creates a voice channel for you when you join another one to not have a lot of channels in an already large server) this could e.g. be used to transfer ownership/controls over the channel or to ban a person from joining back into the voice channel (the bot would change the permission overrides).
