Potential updates/improvements to the permissions bitfield documentation

Seems like there are some improvements that could be made to this table. I'm not familiar enough with things to make an exhaustive list but here are some things I noticed that at least to my knowledge could be improved:
 

• A legend should be added to define T, V, and S for better clarity (particularly for converting between ChannelType and these)
• ADD_REACTIONS should differentiate in the description between adding new reactions and adding existing reactions, as the latter is still allowed without the permission
• USE_EMBEDDED_ACTIVITIES should say its an option for text channels as well as far as I'm aware
• Are CREATE_GUILD_EXPRESSIONS and CREATE_EVENTS still unavailable? The changelog is from 2023, I'm not familiar with these but that is a while
