Upgrade `nixos-test-script-helpers.py` into a proper Python package/module

Current inline import "breaks" line number reporting on error, causes issues with duplicate `import` statements, and etc.

It worked as an initial hack, but since it is used in a big number of tests, it would be good to clean it up.
